Dagon was actually one of the employees at Brande Enterprises who was laid off when RJ Brande had his fortune appropriated by Earthgov after Earthwar, the Mordru-induced Khund invasion. Angry at being fired, Emil Yondor blamed the Legion for his predicament. Having access to the Legion headquarters' blueprints, Yondor broke into their high-security storage area and stole various weapons. Cobbling together a battle-suit and now calling himself Dagon, Yondor kidnapped the parents of several Legionnaires and demanded ransom money.
The Legionnaires were able to figure out Dagon's true identity and guessed that he was hiding in a bunker underneath the Legion's headquarters, where they confronted him and rescued their parents.
During the actual adventure he was referred as Wezil Yondor, not Emil Yondor. There was never any explanation as to why he named himself Dagon, or whether there was some reason why he chose the Fish God from The Bible as his code name.
Dagon never reappeared again, in any version of Legion continuity.
After Infinite Crisis, Dagon's original history has presumably been more or less restored.
