Saturn Queen has been around more than fifty years, but in that time she has acquired one of the most convoluted histories of any Legion character.
Saturn Queen made her debut appearance as a member of the Adult Legion of Super-Villains when she, Lightning Lord, and Cosmic King appeared in the present to assist Lex Luthor in his attempt to kill Superman. They were moments away from murdering Saturn Woman (grown up Saturn Girl) when they were stopped by Saturn Queen herself. In her origin story she had admitted that the rings of Saturn kept everyone on Titan honest; it was only after she left her native planet that she "turned" evil. So Superman brought bits of Saturn's rings to Earth's atmosphere, turning her "good" so that she would turn on the LSV.
Saturn Queen eventually went "bad" again, appearing several times as an adult member of the LSV and facing down Superman. She did not appear in an actual Legion story until 1965, and at this time she was introduced as a time-traveling adult.
When Saturn Queen returned to Adventure Comics two years later she was again an adult, but this time her appearance is in the context of "the Adult Legion" storyline.
Although the Legion of Super-Villains appeared several times after this, Saturn Queen was never shown as a member. Unfortunately, the Silver/Bronze Age ended without "young" Saturn Queen ever having appeared in "current" Legion continuity.
After the so-called Five-Year Gap, it was shown that Saturn Queen was on a quest to restore the Hypno-Stone of Ouranos to her family on Titan, which led her to its thief, Prince Evillo of Tartarus. But he had been double-crossed by his agent, Magpie, and didn't have it, so she became his twelfth wife in order to gain access to his resources and track the Stone down. After Tenzil Kem (the former Matter-Eater Lad) defeated Evillo, she did find Magpie, took the Hypno-Stone from him, and reconquered Evillo's world. Back on Titan, Saturn Queen's family was on the brink of losing the throne. For her to resume leadership, she would have to marry immediately. For better or worse, she chose Tenzil as her husband.
After the Reboot and Threeboot, Saturn Queen does not seem to exist in the 31st Century, but in an alternate timeline, she, Lightning Lord and Cosmic King came back in time to adopt young Superman and Batman after they were orphaned. In this Elseworld, they raised the World's Finest super-heroes to be tyrants and rulers of Earth. Eventually, their plot unraveled and they were returned to their "normal" timeline as prisoners of the Adult Legion of Super-Heroes. These events led to the exclusion of their adult history post-Crisis.
Except this version of Saturn Queen did in fact escape the Crisis and slipped through the cracks when the new multiverse was created, wounding up in the shrunken city of Kandor. There she teamed up with another cosmic survivor, Ultraman of Earth-3, with whom she replaced her "son" Kal-El from the aborted timeline, to take over the city. They found themselves in conflict with Supergirl, but both villains escaped.
After Infinite Crisis, the original Legion timeline was more or less restored, though not necessarily the "Adult Legion" timeline. Saturn Queen was first seen as a member of Superboy-Prime's Legion of Super-Villains, where she was characterized as a telepath who probes deep inside a person's mind and exposes their darkest desires. She believes that all sentient life forms have deviance laced in their mind, and that they only pretend to perform good deeds and show concern for others to hide their twisted wishes.
Saturn Queen finally appeared in the Legion's "present" assembling a new Legion of Super-Villains, destroying the prison planet Takron-Galtos in the process. Her goal was to destroy the "powers" watching over the universe to plunge it into chaos; she succeeds in destroy the Rock of Eternity, for example. Her Legion essentially worships her as a goddess, and simply interrupting her (as Micro-Lad did) carried a sentence of death. She was eventually defeated by the Legion of Super-Heroes. It's not clear whether this version of her will become the "adult LSV" version, or even if she's the Saturn Queen seen in Final Crisis.
