Oli 3 Queen is the self-employed tour guide who flies tourists around Metropolis. One of his popular sites is the Legion of Super-Heroes headquarters. During one particular tour, one of his guests was the super-thief known as Magpie. Magpie used Oli 3 Queen's tour as a cover to "case" Legion headquarters for a later robbery attempt.
Oli 3 Queen is the descendant of Oliver Queen, the 20th Century hero known as Green Arrow. We learned this definitely when Professor Ivo's immortal assassin robot attempted to kill all descendants of the Justice League. He was saved by Brainiac 5, who lent Oli 3 Queen his force-field belt to repel the robot's laser blasts.
Oli 3 Queen has reappeared in neither the Reboot nor the Threeboot.
After Infinite Crisis, Oli 3 Queen's original history has presumably been more or less restored.
