Prince Pharoxx of Orando was a first cousin of Princess Projectra. As a member of the Royal Family, Pharoxx was not in direct line to ascend the throne as long as Princess Projectra was alive. Presumably, his own parents had passed on already.

When King Voxv died, Princess Projectra returned to Orando in order to ascend the throne. However, Prince Pharoxx challenged her on the basis of her being tainted by her experiences off-world. Aligned with their grandmother, Hagga, Prince Pharoxx defeated Projectra and her consort, Karate Kid in a combat of succession. Not satisfied to rule Orando, Prince Pharoxx ordered the execution of the Legionnaires.

This attempted murder brought the Legion back to Orando. They not only prevented the killing of their friends, but in so doing, helped show the people of Orando the true heart of Prince Pharoxx. His love of power for power's sake, and utter disdain for the will and traditions of the people, helped bring about his ultimate defeat. Prince Pharoxx was then placed in the dungeon.

Soon after the Queen's royal wedding, Prince Pharoxx was freed by members of the Legion of Super-Villains. He was given another opportunity to kill Queen Projectra and Karate Kid, this time while they were on their honeymoon. When Prince Pharoxx was defeated again, the Legion of Super-Villains rescued him from the Legionnaires. However, they only kept him alive to interrogate him for information that they thought they needed in their effort to invade and conquer Orando. Once satisfied that they knew all that he knew, the Legion of Super-Villains killed Prince Pharoxx. 

Pharoxx never reappeared, in any continuity.

After Infinite Crisis, Pharoxx's original history has presumably been more or less restored.
