Beren Kah was the assistant to Kiwa Nal when she was the previous High Seer of Naltor. As her apprentice, it was natural for him to know Kiwa Nal's two young daughters, Nura and Mysa. Because Nura was gifted with strong precognitive abilities, many on Naltor believed that she would succeed her mother as High Seer.
However, High Seer Kiwa Nal took ill and died when her daughters were both still in childhood. There was no other choice but to name her apprentice, Beren Kah, as the next First Seer of Naltor.
Although the First Seer is a permanent position on the Naltorian High Assembly, his specific role as leader of his people have never been made clear.
During Beren Kah's tenure as High Seer, he assisted Kiwa Nal's younger daughter Mysa to reach her full potential on the Sorcerers' World, where she eventually became known throughout the universe as the White Witch. And of course, Kiwa's eldest daughter Nura became Dream Girl.
Although continuing to serve as High Seer, it is not a secret that Beren Kah hopes that Nura will one day take her mother's place. Until the day Destiny returns her to Naltor and the role of High Seer, he will continue to lead his people to the best of his abilities.
During the so-called five-year gap following the Magic Wars, Nura Nal (Dream Girl) did indeed succeed Beren Kah as High Seer of Naltor, under unrecorded circumstances.
The High Seer of Naltor does not appear in the Reboot.
When Dream Girl died in the Threeboot, the High Seer of Naltor made an angry call to the Legion to repatriate her body, which Brainiac 5 had been secretly keeping. This High Seer does not appear to be Beren Kah.
After Infinite Crisis, the High Seer's original history has presumably been more or less restored. In that time frame, he let Dream Girl convince him to have Naltor accept Titanian refugees, leading to several interactions with Legionnaires.

I like Beren. He makes an interesting backstory for Nura and Mysa. All of the legionnaires should have such an interesting character in their backstory that we get to see a glimpse of now and then. Some have them, some don't.
