Modulus' secret origin remains shrouded in mystery. Criminals who used the planet Modo as a sanctuary against the Science Police believed that Modulus was the living embodiment of the planet. Certainly it was true that whenever SP officers ventured to Modo, they were killed.

The Legion eventually instituted a complex scheme to capture the criminals living on Modo. They brought together various types of money and tricked criminals to bring it to Modulus. Once combined, these different currencies reacted chemically to each other and created a paralytic gas. This gas knocked out all the people on Modo, allowing the Science Police to arrest the criminals.

Among those arrested was a human resembling this profile picture. Whether this Modulus was some type of actual embodiment of Modo, or whether he somehow mentally controlled the planet (causing hands to form from rock, for example), was never explained. He was never seen or mentioned again.

Modulus did not reappear, in any version of continuity.

After Infinite Crisis, Modulus' original history has presumably been more or less restored.
