Gorax is one of The Three Judges of Lythyl, whose job is to test and pass judgment on all would-be immigrants. They assign your role (or class) that you have no choice but to obey.

So when Timber Wolf and Shiratsuru Sensei arrived on Lythyl in order to fulfill Karate Kid's last request, they were brought before Gorax, Steggus, and Myg. After overseeing the initial testing of Timber Wolf and Sensei, Gorax handed over their next test to Myg, and was never seen again.

Although the Who's Who entry above claims that Gorax was the only native-born judge, in the story itself, Myg claims to also be a native of Lythyl.

Although Gorax and Myg warranted entries in Who's Who in the Legion, Steggus did not.

Gorax never reappears, in any continuity.

After Infinite Crisis, Gorax's original history has presumably been more or less restored.
