The Resource Raiders are a group of interstellar pirates and would-be conquerors who gained their name by trying to steal resources from Earth such as water and raw ores instead of cash or jewels. The Raiders' ambition was to sell the stolen necessities back to Earth in exchange for complete political control of the planet. Newly elected Legion Leader Wildfire led the first raid against the Resource Raiders. Then Dawnstar, in the case that earned her her Legion membership, tracked them to their hidden headquarters, and the Legion was able to capture the entire local group.

Soon after, another group of  Resource Raiders attacked Earth, this time as the advance fleet in the Khund attack on Earth that became known as Earthwar. Without Dawnstar around to track the pirates back to their homeworld, Chameleon Boy stowed away on a Resource Raider ship and hitched a ride back to their new base. He then called in his teammates, and the Legion captured this new group. 

In both encounters, the group of individual Resource Raiders seem to be controlled by a large, disembodied brain. When the Legionnaires stopped the brain, the Raiders appeared to lose guidance, implying a type of "hive" mentality in this species.

The Resource Raiders were never heard from again, in any continuity.

After Infinite Crisis, the Resource Raiders' original history has presumably been more or less restored.
