Zall Morgan is one of the leaders of the Earth Emergency Services, a planet-wide organization that may have grown out of the US Army Corps of Engineers. Their ongoing mission is to assist in the support and protection of Earth's infrastructures. This includes responding to man-made disasters (such as Earthwar and Omega) and to natural disasters, such as hurricanes and earthquakes.
In his career with the EES, Zall Morgan has met the Legion several times, usually in a "baton touch" situation where his Corps took over from the Legion after they had done the initial emergency responses.
Zall Morgan, never reappeared after his first appearance, in any continuity.
After Infinite Crisis, Zall Morgan's original history has presumably been more or less restored.
