The Galactic Coordinator's first appearance was at the end of the Earthwar, when he (it?) came to Earth and made an official announcement that the war between the United Planets and the Khund Empire was over. He would later show up at President Desai's inauguration.
The Galactic Coordinator's backstory as described his (its?) Who's Who entry is not mentioned anywhere in that story.
The Galactic Coordinator never reappears, in any continuity.
After Infinite Crisis, the Galactic Coordinator's original history has presumably been more or less restored, what there was of it.
